    Position Summary

    JOB SUMMARY

    This is a specialized librarian and court department director position directing the development, operation, and services of the Law Library and the Court Self Help Center.  Work includes determining the collection composition, establishing and implementing technical, circulating and operating procedures, providing reference and search services, and carrying out administrative requirements.  

    REPORTING RELATIONSHIPS

    An employee in this class reports directly to the District Court Administrator under the direction of the President Judge. Two part-time employees are direct reports to the Law Librarian. 

    ESSENTIAL JOB FUNCTIONS

    30%   Provides in person and remote reference assistance to library patrons, including suggesting sources to consult, explaining legal citations and abbreviations, helping patrons locate specific items in the Library, and providing assistance in using online legal research services; participates as both a lender and a borrower in interlibrary loan; provides current awareness services to the Bench by circulating some new materials and opinions to them; promotes the use of the Library and its resources through such activities as maintaining a What’s New section on the Library’s website, celebrating National Library Week, etc. 

    15% Manages print and online subscriptions for both the Law Library and the judges; this includes helping to negotiate new contracts for both print and online products and managing passwords for online services for the judges and the law clerks; this also includes more traditional collection development activities for the Library such as reviewing new publications and weeding the collection. 

    20%   Oversees and manages the work of the Court Self Help Center, including supervising the staff person, chairing the Court Self Help Center Policy Board, staying informed on daily activities of the Center, monitoring changes in laws and rules of procedure that will necessitate changes in the packets, coordinating and helping to draft revisions to current packets and helping to draft new packets, ordering packets from the printer and coordinating updates to the Center’s website. 

    20%  Oversees clerical and support activities of part-time personnel and trains new employees in performing the duties of their positions; maintains daily records of activities; prepares and submits necessary HR, fiscal and budget paperwork to Court Administration and other Court/County offices; processes requests for assistance with facilities issues;  processes orders and payments for books and online services for both the Law Library and the judges; processes orders and payments for supplies for both the Library and the Center; maintains memberships in professional organizations and productive relationships with other Court and law library professionals;  attends professional meetings, educational programs, conferences and other activities. 

    15% Performs other technical services tasks for the Library, such as cataloging of new books and materials, indexing of local judges’ opinions, preparing materials for binding, helping with circulation activities, assisting with check-in of new materials, processing payments for overdue fines, etc. 

    OTHER SPECIFIC TASKS OR DUTIES

    Performs related work as required. 

    MINIMUM QUALIFICATIONS 

    Education equivalent to completion of a master's degree program in library science, including specific coursework on legal resources and the structure, requirements and operation of law libraries. 

    Or education equivalent to completion of a master's degree program in library science and one year of professional experience in a law library including responsibility for acquisition, cataloging, indexing or reference search functions. 

    Or any combination of acceptable education and experience which has provided the knowledge, skills and abilities cited below.  

    KNOWLEDGE, SKILLS AND ABILITIES

    Thorough knowledge of the principles, practices, methods and techniques of library science work. 

    Thorough knowledge of the application of acquisition, cataloging, indexing and other library science practices to legal documents and records. 

    Knowledge of research requirements commonly found in the legal system and the impact of those requirements on library policy and operations. 

    Knowledge of both print and online resources applicable to the field. 

    Ability to plan, assign and review the work of employees performing clerical and other support functions. 

    Ability to communicate effectively with members of the Bench, the Bar, the public and other Court and County personnel. 

    Ability to maintain records and prepare accurate and complete reports of activities.  

    REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

    While performing the duties of this position, the employee is regularly required to sit sometimes for long periods of time.  

    The employee has to be able to communicate with court and non-court personnel.  The employee is frequently required to go from one location to another ie. Court and/or non-court offices. 

    The employee must regularly lift and/or move files and books weighing up to 10 pounds.  Occasionally there may be some lifting involving boxes with library materials. 

    This position requires the ability to operate a laptop or PC and/or any other general office equipment. 

    The noise level in the work environment is usually moderate. (Office with typewriters/printers and light traffic)
