A Legislative History of the Affordable Care Act
“Legislative procedure dictates what documents are available in legislative history. While the use of legislative procedures is dynamic (i.e., legislators continually develop new uses for old rules), traditional legislative history is static. As a result, legislative history researchers may be missing documents and looking for documents where they do not exist. This talk uses the health care legislation of 2009-2010 to show how legislative history is done now and how it differs from the traditional model. It will also discuss resources law librarians need to know to understand and communicate modern legislative history.” –John Cannan

Please join your colleagues on Wednesday, October 20th for a panel discussion about the issues and benefits surrounding single source providers. The panel members are local law library directors and librarians who have implemented single or preferred providers, offer access to more than one major provider or are considering switching to a single or preferred provider. The impact of other legal research providers, such as Bloomberg Law and FastCase, will also be discussed. The event will take place in the Reed Smith café from 5-7 PM, with the actual program beginning at 5:30 and running approximately 1 1/2 hours. The panel discussion will be moderated by Jill Poretta and light refreshments will be available.

Law Librarian/Knowledge Manager
Community Legal Services is a nonprofit law firm chartered in 1966 with locations in CenterCity and North Philadelphia. Its mission is to help low-income Philadelphia residents obtain equal justice by providing them with advice and representation in civil legal matters; advocating for their legal rights; and conducting community education about the legal issues that affect them.
We are creating a new full-time one year position – Law Librarian/Knowledge Manager. This position is best suited for an individual that is a self starter and is able to work in a fast paced and sophisticated law firm.
Collaborative librarian versed in electronic databases, legal bibliography, research skills, will manage print and online products in support of nine legal practice groups.
DUTIES AND RESPONSIBILITIES:
Manages and links print and electronic resources of the two locations
Provides ongoing instruction and support to staff to facilitate effective use of resources
Participates in collection development
Provides reference service to both locations
Provides leadership in developing new resources and more efficient and effective use of information technologies
Generates reports as required
Master’s degree in library or information science from accredited A.L.A. library school with extensive professional experience
Commitment to the public interest mission of CLS
Experience in database development
Proficient in Westlaw
Knowledge of current information trends and changes in information technology
Experience in overseeing all aspects of library services including reference, interlibrary loan, serials management, developing resource guides and technical services
Ability and experience in working with committees and collaborating on projects
Ability to work with a diverse workforce in a friendly but often deadline driven legal environment

Library Assistant (Serials and Acquisitions)
As part of the library team, the Library Assistant is responsible for all serials and acquisitionsrelated technical processing including intermediate level database maintenance functions using the library automated system, EOS. This position works closely with everyone who performs EOS related duties. The Assistant is also responsible for administrative assistance to all Librarians including but not limited to acquisitions, filing, circulation, interlibrary loan, print and online ready reference. The position reports to the Director of Library Services.
The Library Assistant:
Sets up and maintains serial records, patron records and routing information. Uses a variety of sources, other OPAC’s, and publisher websites to set-up and troubleshoot EOS serial records.
Checks in all serial subscription publications using library automated system and handles distribution of routed material
Processes all new publications using MMWR procedures
Claims new orders and subscription materials that have not been received
Handles routing processes including scanning and distribution of table of contents
Maintains statistics and monthly reporting
Performs data entry and other clerical tasks as needed.
Locates and delivers requested documents as needed.
Consults with a Librarian if uncertain how to handle a situation
Responsible for shelving and maintenance of Philadelphia print collection.
Assists with loose-leaf and pocket part filing and book shifting as needed
Responsible for ILL record maintenance
Assists with ready reference requests
The job requires the following experience/credentials:
At least one year of library technical services experience working with a library automated system.
Basic understanding of bibliographic cataloging records and the interrelationship with serials and acquisitions modules
Ability to communicate clearly, both orally and in writing.
Intermediate knowledge of computer programs including Word, Outlook and Excel. Good keyboarding skills.
Ability to prioritize and organize multiple tasks.
Ability to operate independently.
Ability to follow directions and report on potential problems
Attention to detail with good organizational skills
Shows initiative and good judgment concerning technical processes
Ability to question inconsistencies and recommend solutions
Knowledge of and ability to perform basic legal research and pull documents from online subscriptions.
Excellent customer service skills
Ability to lift and/or move 25 lbs, climb ladders, push book carts, unpack boxes and move books
The job requires a High School Degree or equivalent, with a Bachelors degree preferred.

This position reports to the Manager of Competitive Intelligence and interacts with a local and virtual team of colleagues who uses an extensive collection of internal and external resources to gather, filter, synthesize, organize, package and deliver business and competitive intelligence information necessary to support firm-wide business and client development. This position will be responsible for general research under the guidance of the Manager of Competitive Intelligence and also for using appropriate tools and technology to gather and disseminate CI deliverables through email, print reports, personal delivery and presentation.
The successful candidate will have the following:
Master’s degree in Library Science (ALA accredited preferred), and 3-5 years of legal and business research experience in a law firm or other professional services environment;
